Intensive Services (Welfare, Residential)

In some cases, the most beneficial approach for a child dealing with complex or significant mental health issues involves participation in a more intensive program. Services use the expertise of a multi-disciplinary team and program approach. The primary goal of these specific services is to re-integrate the child/adolescent back into his/her family, school and community at a level of functioning that enables continued success.

Priority Access for Child Welfare

East Metro Youth Services (EMYS) provides Priority Access for Child Welfare (PACW) Services city-wide and utilizes a service model like Community Counselling (CC). The services are designed to help children and youth that are experiencing or at-risk of experiencing: breakdown in relationships at home that could lead to child welfare placement; severe difficulties at school that could lead to loss of school placement; significant mental health and/or addiction issues and transition difficulties from a child welfare, young offender and/or psychiatric mental health system. The goals of the program are to reduce the severity of the difficulties and reduce the risk for out-of-home placement. Services are offered in a range of settings (e.g. the family home, the head office, the community) using a collaboratively created treatment plan. Meeting times are tailored to accommodate the needs of the client and family. The service is time-limited (up to six months) and offers an evidence informed approach in a collaborative manner to help children and youth to strengthen their function effectively in their home, school and/or community as well as address their mental health and addiction issues.

To access services: Must be referred by Child Welfare.

Megan Residence

East Metro Youth Services operates one co-ed residential treatment program located in Scarborough. Our residential treatment program accommodates adolescents between the ages of 12–18, who are coping with an array of psychiatric, emotional, and/or behavioural challenges that interfere with their ability to function.  Daily routines are highly structured, providing a safe, predictable environment, which promotes self-reliance in preparation for independent living or semi-independent living, transition back home or into the community, or a move to adult mental health services.  The program operates from a Dialectical Behavioural Therapy informed approach and are flexible enough to provide individualized treatment on a short or long-term basis.  When possible, we encourage parents to get involved in their youth’s treatment.  Each youth enrolled in our residential program will be assigned an individual and family therapist to provide both individual and family therapy.

To access services: Must be referred through Centralized Access to Residential Services (CARS).

The Megan Transitional Unit

The Megan Transitional Unit offers respite, stabilization, and intervention to young men and women up to the age of 25.  The program operates in a low stimulus, self-contained apartment in the lower level of the Megan Residence, with its own private entrance at the back of the house.  In addition to the two separate bedrooms, there is a small living room, a bathroom with a shower, and a kitchen with a hot plate and microwave.   Programming is planned on an individualized basis, depending upon the needs of the person involved.

Daily living expenses, including the cost of hiring the staff required are the responsibility of the referring agency.  Specific costs are negotiated prior to admission based on a standard contract designed for this purpose.

To access service: East Metro has previously negotiated agreements with several community partners and has successfully entertained referrals to the transitional unit from a broad cross-section of referring agencies, including hospitals, child welfare authorities, developmental service providers, private agencies and adult mental health service providers.
